Recently, I watched a U.S. Senate discussion on C-SPAN between Republican Majority Leader Mitch McConnell and several Democratic senators. The Democrats were asking to allow the Senate to vote on funding bills to reopen the government and McConnell was refusing. As the leader, he unilaterally controls what is put forward for a vote and what isn’t. Like it or not, that is the way it works.
