Way back when, letters would sometimes bear seals of the person it came from. The seal would affirm that this letter was from a particular person.
A modern example, I think, would be official letterhead. It would be weird to receive a letter from a governor and not see any official seal, signature, anything on it that would show that this was from such an office.
