With the primary function of traffic enforcement, why isn't CHP out there catching criminals? They write tickets but don't do anything else. With an average salary of $100K a year, what do we pay them for? The deputies make more traffic stops, catch more DUI's and still find time to do actual police work, all while making half that salary.
