That is an "average" of the calls per day; obviously, that means on one day you might have 54 calls and the next, none. The missing information that might make your criticism of the data more cogent would be a report of how many deputies are in the department or on duty per shift. Then you could see just how much/little donut time they actually have.

3 more calls a day? A significant increase? You are kidding right? Increase in driving while intoxicated only shows that the Department is doing its job more diligently-less time at the donut shop.
