Planning releases second document
The Mariposa County Planning Department has issued a second explanation document on the proposed Cathey’s Valley Community Plan (CVCP).
The document, entitled “Second Response to Issues of Cathey’s Valley Community Plan,” addresses a number of issues and is a response to allegations and claims made by opponents of the plan.
According to Deputy Planner Sarah Williams, the response was released in an effort to reduce residents’ confusion over the regulations and requirements that are policy guidelines outlined in the CVCP. It addresses specific negative claims made primarily by developer Steve Fortner and his legal representatives, Donald Starchman and Anita Starchman Bryant of the local law firm Starchman and Bryant.
Opponents have sent mailers to residents within the boundaries of the proposed plan, claiming that property owners will have their property rights eliminated under the plan. Article two of the newly-released explanation document clearly states that property rights are not affected under the current CVCP, and provides a list of specifics that support that statement.
A large number of other explanations are also offered to refute accusations made by opponents.
The Mariposa County Board of Supervisors recently delayed a decision on adopting the Prop. 32 requirements (environmental regulations) for CVCP, stating that more review and simplified explanations of the requirements are needed.
Printed copies of the response are available at the planning department on the lower level of the County Government Center, and online at the County’s Web site at www.mariposacounty.org/pla nning. The response has been broken into two sections for easy review.
