Mankins-Bibby seeks reelection in District 3

JANET MANKINS-BIBBY JANET MANKINS-BIBBY Janet Mankins Bibby has announced that she will seek reelection as the District 3 representative on the Mariposa County Board of Supervisors .

Mankins- Bibby said, "It is imperative that we continue planning for the future versus the moment, especially from a financial perspective considering the state's budget shortfall."

The supervisor has over 26 years of work experience with Mariposa County, Merced County and the State of California. She finds herself as the senior member of the board of supervisors, serving since 2003.

"My life and reputation are an open book in that I have resided in Mariposa County and District 3 for 45 years,” Mankins-Bibby said. She served as a paralegal for the district attorney's office, and also worked in the superior court, board of supervisors, county clerk's office, U.C. Cooperative Extension office, Department of Veterans Services, and Revenue and Reimbursement Divisions.

“My experience includes governmental budgets, contracts, code compliance, litigation, personnel matters and management, land use and planning, project reviews, agriculture and conservation, due process, grant writing and management, auditing practices, and establishing working relationships with local, state and federal agencies,” she said.

“I have remained extremely protective of taxpayers' dollars, liability exposure, and fought hard for transparency in county government, even when it was unpopular. I never forget that I work at the pleasure of the people and that this is a position of trust that I take very seriously. I consider myself a public servant, entrusted with the well-being of our community and I believe in telling it like it is, rather than making false promises.”

Some of the accomplishments during Mankins-Bibby’s term in office include establishing a replacement fund for county vehicles, seriously addressing the unfunded PERS liability, tiering medical benefits based on employment service credit, increasing funding protection for workers’ compensation liability, and Williamson Act reviews.

Mankins-Bibby has significantly contributed to the preservation of the historic vault and Mariposa Museum structure improvements. She utilized grant funds for park improvement projects such as Mariposa Park, the Art Park, amphitheater, creek parkway, Cathey’ s Valley Park (water system, playground, and parking expansion), and the Hornitos Stag Hall building preservation.

As a lifetime resident she was instrumental in the restoration of roads following the 2005 flood, and she promoted emergency board actions during the Bear Fire, Old Highway Fire, Oliver Fire, Telegraph Fire, and the Ferguson Rockslide and restoration project.

She prioritized funding for the firehouse in the Old Highway/ Yaqui Gulch/Buckeye Road areas and is currently in property negotiations. Mankins Bibby helped maintain County control of the Mariposa Courthouse, worked for 911/internet telecommunication improvements with TDS and the PUC, and supported expansion for tourism and hospitality providers.

"In addition to my role as a supervisor, I have been fortunate to serve on the First Five Commission establishing programs and funding for the Cathey’s Valley Preschool, Don Pedro Preschool, Greeley Hill Preschool, Kiwanis Preschool, Acorn Preschool, and Mariposa Visiting Nurse and Dental Program," Mankins-Bibby said.

She currently serves on the Mother Lode Job Training Governing Board, Foreign Trade Zone Commission, Community Action Agency, and the Mental Health Governing Board.

Mankins-Bibby concluded, "There is still so much more to accomplish in order to provide all our communities with the quality of life that other counties desire."

The supervisor has two children, Jake and Rylee Bibby, and recently celebrated her 24th wedding anniversary with her husband, Joel.
